ABSTRACT
The universal welfare state of the Nordic type and its comprehensive public services have played a central role in professionalising human service work and empowering its citizen-employees. Starting with short training courses, nursing and social work – like teaching – have gradually become integrated into national education systems. This development has resulted in increasing expectations about formal competence and ethical commitment.
