ABSTRACT
We therefore recommend that an independent commission be established which deals exclusively with exclusions. Thus we believe that the time is now ripe to identify the exclusion of Black children as an issue of national importance, as significant as the campaign concerned with literacy and numeracy, demanding concerted and sustained efforts across the system.
