ABSTRACT

A sympathetic and friendly observer of the Mexican economy can’t help feeling that Mexico has lost many years in the international race. Numerous countries throughout the world, both capitalist and socialist, have moved substantially toward freeing of domestic markets and opening of their economies to international competition while Mexico has lagged behind. There are two levels of problems in constructing the special bilateral relationship required to initiate and sustain Mexico’s economic recovery. The first level is the general problem of mutual hypersensitivity and the associated problem of not speaking frankly to each other. There is a second, more substantive level of problems in constructing a special customized bilateral relationship between the two countries. Other areas of bilateral importance such as drug and immigration matters could, of course, be dealt with in the treaty as well.
