ABSTRACT

This chapter presents an overview of the key concepts discussed in part 2 of this book. The part takes the citizens’ perspective on the challenges related to entrusting records to the cloud. It addresses the issues of open data in relation to privacy, discusses quality of the data derived from the citizen-state interaction, inextricably connected to the participating citizen, and maintenance of the authenticity and integrity during any process of data extraction. The part then explores the way in which individuals experience and understand the documents delivered to them by internet connection. It also proposes a heuristic evaluation method that can detect many usability issues at minimum cost. The part discusses a key factor in the citizen-state interplay, the education of records managers and archivists, who are responsible for making open data possible. Citizens rely on public bodies to operate transparently and make not only documents and records openly available, but data as well.
