ABSTRACT

This chapter aims to analyse the scope of the impact of regulations adopted by the European Union (EU) on illegal, unreported, and unregulated fishing (IUU fishing). These regulations were adopted ten years ago, and it is now necessary to take partial stock of their legal impact, both at the European level and at the international level. In this sense, the chapter addresses the scope and content of EU regulations on IUU fishing, examining their impact not only at the European level, but also and especially in the international arena through improved compliance with conservation and sustainable fishing management measures by third states around the world. The chapter positively underlines the impact of the EU’s action within the specialized agencies of the United Nations (FAO, IMO, and ILO) that manage the implementation of multilateral agreements related to fisheries, IUU fishing, and the safety of vessels and workers on board. As an example of the EU’s influence, the chapter notes the adoption of the FAO Agreement on Port State Measures, which entered into force in 2016. This international influence has placed the EU in a leadership position in the implementation of international measures for the conservation and management of marine living resources.
