Clearly programmes that are not properly planned are likely to fail. Carefully integrated planning is essential for reducing risk and costs, improving quality and finishing on time. Planning process include: how the programme will integrate its subordinate projects, programmes and resources while maintaining strategic alignment with the larger organization; stakeholder engagement; risk management for both threats and opportunities; and so on. The programme management plan is the output of the planning process. It details the integration of component projects and programmes, people and other resources needed to deliver the programme's anticipated benefits. The programme management plan should cover: programme overview; applicable documents; integration; and so on. Programme infrastructure includes an organization's command media, policies, procedures, lessons learned, document templates and others. Integrating the programme's components should be a primary concern for the programme manager. The human resource plan forecasts the resources and skill types needed to complete the programme.
