ABSTRACT

In Italy the primary aim of a democratic foreign policy program must be the withdrawal from Italian soil of all American or NATO atomic bases. The parliament has been excluded from an ordinary examination of the problems and decisions which have presented themselves to Italy. For Italy neutrality must be the first step in an active peaceful foreign policy for coexistence that contributes to overcoming the stalemate and even involution now reigning in international relations. We are holding the joint meeting of the Central Committee and of the Central Control Commission of our party in a particularly tense situation. In the present situation a declaration by all the European states on respect for existing borders, on the non-use of force in solving controversies among the states and on full respect for the autonomy, independence and equality of rights of all states would in itself be of the greatest importance.
