Studying the development of ‘teacherhood' in trainee teachers for the education of adults with severe learning difficulties

The principle of educational equality was written into Finnish vocational education legislation at the end of the 1970s. The law concerning vocational education as established in 1991 states that all students on completion of secondary education should be afforded the opportunity to receive vocational education in line with his or her needs or abilities. By the end of the twentieth century this principle was clearly established in practice within the Finnish education system.
