ABSTRACT

The efforts of China's central government to reduce greenhouse gas emissions are far more ambitious than those of other countries at a similar level of development, as well as those of, for example, the United States federal government. This chapter focuses on Chinese participation in an area of the global climate regime outside multilateral negotiations. In the face of continuing multilateral gridlock, some observers have suggested that transnational climate governance (TCG) might hold some promise for mitigating the worst consequences of climate change. Globally, TCG is a recent phenomenon. All kinds of TCG schemes are active in China to some extent. One of the most interesting trends to emerge from analysis is the difference between China and the rest of the world in terms of the kinds of actors "targeted" by TCG schemes. Chinese actors are important players in TCG. The nature of Chinese actors' participation, however, differs in some respects from conventional theoretical expectations.
