ABSTRACT

This chapter focuses on impact mitigation efforts at this vital treatment plant, and on a new mitigation initiative Metro has undertaken: the Applied Waste Water Technologies Research Program. Extensive environmental studies were completed to assess the potential impacts of the expansion at West Point and several other alternative sites. The potential for environmental impacts from 7 years of construction at West Point were widely acknowledged. The advisory committee includes representatives from each of the interest groups that was party to the West Point settlement agreement, as well as others interested in waste water technology. The Applied Waste Water Technologies Research Program is placing a serious emphasis on reducing the key impacts that are of most concern to surrounding residential communities. The West Point case demonstrates a number of innovative ways to limit the effects of various processes employed to the boundaries of the site; that is, to internalise externalities.
