ABSTRACT

Human rights are a universal value. The currently valid international human rights standards were codified by the international community in the middle of the twentieth century. This is what Hungary looked to as a point of reference during the political transition of 1989 and these were the standards that came to constitute the contents of the catalogue of fundamental rights which was formulated in 1989 as part of the Hungarian Constitution. The Constitutional Court secured a high level of protection for civil and political rights and freedoms on the constitutional foundation which was created in view of the shared European standard of requirements.
