ABSTRACT

This chapter describes both the scale and nature of the problem, its evolution, and the different approaches taken to its prevention. It identifies the particular prevention measures that may have contributed to the declines in vehicle crime. Problems of vehicle crime began to develop and be recognised as an emerging problem quite quickly. The crime prevention approaches have been led at the national level, although action is required at the international level in relation to vehicle security, and at the local level in relation to car parking security, making implementation of change complex. Although mopeds and motorcycles were also fitted with steering column locks, the devices offered less protection from thieves, being easily disabled by using the handlebars as a lever to break the lock. Initially, the introduction of electronic immobilisers led to a degree of target displacement and modus operandi switch.
