ABSTRACT

In Brazil, the use of the terms food security and human right to food were fi rst registered in offi cial documents in the mid-1980s. In 1985, the Ministry of Agriculture elaborated the document ‘Food Security: Proposal for a Policy to Fight Hunger’, with the focus on the socioeconomic aspects of food security. In the following year, the fi rst National Food and Nutrition Conference 1 brought about the inclusion of a nutritional dimension to food security as well as establishing food as a right (CONSEA, 2009 ).
