ABSTRACT
Ostensibly transferring HIV/AIDS services across groups without regard for social and cultural specificity has had and continues to have dire consequences for black populations, locally and nationally. Slower declines in AIDS case diagnoses in black populations, as demonstrated by recent C D C statistics (1995, 1996, 1997, 1998), call into question the efficacy of this practice (see Figure 11.1).
