ABSTRACT
While an experiment was made with a form of cabinet 1801–7 the monarch exercised direct personal rule seeking the advice of trusted ministers. The monarch’s wishes could be obstructed by delegates to the different estates of the Empire, but only the nobility of Hungary, sitting in the Hungarian Diet, gave any serious trouble notably over the question of taxes and military recruitment.
