ABSTRACT

This chapter reviews the management of an evaluation and covers key performance indicators for evaluation, such as efficiency and fidelity. It presents common approaches to policy evaluation in a simplified framework, with special emphasis on key indicators, such as efficacy, fidelity, and sustainability. The policy implementation plan translates an idea into policy – it details how a policy is put into action, defines the monitoring process, and it ensures that all planned aspects are performed. To facilitate policy design and planning, two common frameworks are used; ex ante and ex post impact. According to the World Health Organization (WHO), it is critical to evaluate the full scope of the development process of a policy. Monitoring is a key element in evaluations because there are numerous factors, such as changes in the environment or staff, that make policy implementation challenging.
