ABSTRACT

Policy design requires knowledge and understanding of the functional and political dynamics of policy sectors and polities, making policy advice an essential component in the study of policy design. This chapter provides a literature review on policy advisory scholarship as it developed from linear models of knowledge transfer to the study of policy advisory systems, focuses on how the changed understanding of the nature of policy advice affects policy design studies and outlines venues for future research, particularly regarding the influence of policy advice on policy design and the selection of specific policy tools.
