ABSTRACT
Society is nothing more than an aggregation of individuals. Its claims and its duties must be the aggregate of their claims and duties, the one no more precarious and arbitrary than the other. The equality of mankind is either physical or moral. Their physical equality may be considered either as it relates to the strength of the body or the faculties of the mind. The moral equality is still less open to reasonable exception. Political power and wealth are inseparable. Every government has a two-fold aim. One, the chief and avowed aim, consists in preserving and strengthening the State, civilization, and civil order, that is, the systematic and legalized dominance of the ruling class over the exploited people. The other aim is just as important in the eyes of the government, though less willingly avowed in the open, and that is the preservation of its exclusive governmental advantages and its personnel.
