ABSTRACT

Chapter 3 surveys standards-making for UTM. “Standards-making” is viewed broadly to include the development of frameworks, guidelines, recommended practices, minimum operational performance standards (MOPS), minimum aviation system performance standards (MASPS), roadmaps, and specifications. Since UTM is infeasible without standards, and because governments anticipate using standards as a means of compliance, many leading/relevant standards supporting, and standards development organizations (SDOs) and their relevant work product are identified. These include the American National Standards Institute (ANSI), ASTM International (ASTM), EUROCAE, International Civil Aviation Organization (ICAO), International Organization for Standardization (ISO), Joint Authorities for Rulemaking on Unmanned Systems (JARUS), and RTCA.
