This chapter discusses the topic of e-government with illustrations from Turkish public admin-
istration. Turkey is selected as a case because e-government decision making research on
developing countries such as Turkey is very rare, and these countries do not have large
amounts of monetary or human resources to commit to ensuring the successful planning and
implementation of e-government applications. Careful analyses of the decision making processes
behind these projects is essential to making sure that resources are spent for projects with the
highest priority, previous mistakes are not repeated, and gains are maximized, while minimizing
resources spent.
