From Traditional Design/Bid to More Enhanced Systems Engineering In the design phase, the focus should be on designing the specified HVAC sys­ tems, and specifying the controls and automation (DDC) systems for the pro­ ject. This is assuming that selection and justification of the most appropriate HVAC system and definition of the DDC system requirements were concluded in the program development phase of the project. If the design phase was not preceded by a program development phase, the engineering team should de­ velop HVAC design alternatives, and define the DDC system requirements at this phase of the project. Design alternatives should be based on a thorough site survey, interviews with the owner’s O&M personnel, and with input from sys­ tems engineers. This is especially important for retrofit jobs of existing facili­ ties, partial building renovations, and for sites with existing Building Automa­ tion Systems (BAS).
