The procedure should also specify the types of inputs to be provided by each organization for the decision making process. To some extent the types of inputs needed will be predicated upon the techniques used in the decision making process. For example, if trade studies are to be used to make the decision between inherent design capability versus operating procedural constraints, and if a common denominator of such trade studies is to be cost either avoided or incurred, there needs to be procedural methods established by which to acquire and analyze this cost data.
