ABSTRACT

South Africa is a country that has its history rooted in the apartheid system, which was formerly used by the white European minority regime to oppress and segregate people based on race. e racial prejudices affected many racial groups in the country (e.g., Indians, mixed race “coloreds,” blacks, and others); however, the black people were the most affected by the racially biased laws. ese groups, the black people in particular, did not have basic rights. e values of human dignity, equality, and freedom of movement and association were practically nonexistent. And, of course, prior to 1994, black people in South Africa were denied the right to vote and to shape the governance of the country. Conditions of employment for black people (including the police) were appalling, with most salaries being below the poverty line.
