ABSTRACT
Chapter 2 introduced the concepts of the Disaster Halo Effect, emergence, and the worldview of the nation or enterprise operating in the geopolitical environment of the Market State. These concepts serve as the foundation of this text and were referred to in Chapter 2 as the new face of risk. In this chapter, we will lay the cornerstone of emergency management practices in this context. Here we will explore how emergence and the geopolitical conditions of the Market State “change the game” of emergency management from the start.
