ABSTRACT
Official policy for purposes of Section 1983 may include (a) a departmental regulation or program, (b) decisions by high departmental officials, and (c) conduct by high officials evincing implicit approval or acquiescence in a pattern (or possibly incident) of behavior by subordinates (Turpin v. Mailet, 48 U.S.L.W. 2714 (2nd Cir. Apr. 8, 1980)) (Brancato and Polebaum, 1981, p. 161).
