ABSTRACT
Public-private partnerships were probably formed millennia ago during social emergencies, such as extreme geophysical events, wars, or security threats. During the twentieth century’s World Wars I and II, national defense depended on such partnerships for financial, technological, and intelligence support. Governments, industries, and civilian volunteers worked closely in manufacturing military equipment.
