As Figure 4.1 shows, given approval of the project in Phase A, the thrust of the effort now moves to defi nition, design, production, and implementation of the solution. In Phase A, most of the effort was devoted to investigating the problem-what is it, is it signifi cant, should it be resolved, and can it be resolved in an acceptable fashion? The initial investigation and feasibility studies were largely centered on the problem. Now, in Phase B, defi nition, it is the solution that receives scrutiny. The solution is analyzed and defi ned in suffi cient detail such that designers and builders will be able to produce a system that meets

the customer’s needs. The defi nition phase has two main purposes: determining the system requirements, and preparing the project plan.
