ABSTRACT
Another Lockerbie tragedy could happen at any time, anywhere in the world, even in Britain or the USA. What is surprising is not that it happened, but that there have not been many, many more than the other two or three such atrocities committed by terrorists. This, I suspect, is not due as much to excellent security as it is to lack of effort on the part of the terrorists. I have no evidence to support this statement and it is almost impossible to get any details of successful security operations which have been carried out.
