ABSTRACT

This volume has so far seen primarily how electoral rules and social structures as well as strategic maneuvering by political elites affect voting behavior and political party systems. This chapter constitutes the last part of the volume along with the next chapter. While Chapter 8 will take a completely different approach to the old issue of the salience of institutional variables, this chapter will address a new issue in the literature, namely, how proportional representation and plurality rule interact with each other when the two are placed together into a mixed electoral system. In other words, it will analyze whether each electoral subsystem will maintain its proper effect independently of the other subsystem. Our case of interest is the 2004 Korean parliamentary election.
