ABSTRACT

A committee is a group of people who meet occasionally or regularly to discuss matters in a certain field. It may be executive, i.e. able to make and possibly enforce decisions, or advisory. Most committees have been set up by some larger group of people and are therefore accountable to that group. Like governing bodies of schools they may be both executive and advisory, given delegated powers to make many decisions without reference back to the larger group, in this case the LEA, but sometimes acting in an advisory capacity. It is often when a committee exceeds its powers that problems are created.
