ABSTRACT

Most of the International Affairs budget is devoted to foreign and security assistance programs.1 Between fiscal year (FY) 1977 and FY 2007, US bilateral and multilateral foreign assistance budgets totaled nearly $500 billion.2 Annual budgets, however, have varied, due usually to unanticipated requirements.3 The management and implementation of foreign assistance programs is dispersed through the executive branch in roughly 20 budget accounts administered by several departments and agencies.
