ABSTRACT
Although the state and enterprises share a common goal of achieving efficiency, productivity and competitiveness through Doi moi, the interests of the enterprises are not always in line with those of the state and they are influenced by different factors. Enterprise operations are governed by a number of factors, such as daily production, market demands and obligations to the state, whereas the state is influenced by global pressures, national interest and its own political interest.
