ABSTRACT

Governance has a direct bearing on the overall effect of anti-poverty efforts. This chapter discusses issues related to the public administration of poverty alleviation initiatives, and delves into an analysis of certain problems. This is meant as a step towards establishing more effective poverty alleviation mechanisms and enhancing the overall quality of anti-poverty work. Although the Chinese government has achieved unprecedented results in alleviating rural poverty and demonstrated many successful approaches to the issue, a few critical problems still plague its poverty alleviation mechanisms and governance structure, thus affecting the efficiency of its work overall. Propelled largely by poverty alleviation departments, the implementation of the participatory village-level planning mode has provided a new and effective means for rural families to engage in the planning and management of poverty alleviation projects. Leading groups for poverty alleviation and development and poverty alleviation offices at the prefecture level have also been established.
