FROM PERSONNEL DEPARTMENTS TO STRATEGIC HR DEVELOPMENT In the Czech Republic, the discipline of HRM is built on the tradition of the social and personnel policy in industrial organisations developed during the period of the so-called first republic (1918-38). Challenges to the interrupted development of HRM became manifest, especially in the first half of the 1990s, when it was necessary to ‘reinvent’ HRM to a western Europe level and to restore its credibility in the eyes of employees and organisations. For forty years, the main emphasis had been on the administration of personnel and control of the political reliability of employees at all organisational levels.
