ABSTRACT

This part introduction presents an overview of the key concepts discussed in the subsequent chapters. The part provides specific instruction for the preparation of the social assessment. It argues that there are instructions on how to describe the history that has led up to the present plan generation, followed by instructions on how to prepare the descriptions for the various plans that are called for under the Principles and Standards. The part deals with the social characteristics of the planning area and also provides instructions for forecasting the social impacts associated with the various plans and then rating their future beneficial and adverse social effects. It also deals with how to assemble the ratings into a Social Well-Being Account in order to assess their comparative social effects. The part discusses how to make a recommendation from the social assessment and the completed Social Well-Being Account.
