ABSTRACT

Housing BPE is fundamentally about learning to improve performance through continuous evaluation reflection and feedback, at all stages of the housing life cycle. Aim to introduce BPE as an aspiration at the start of any internal organisational review by either the client organisation or design team. Explain the BPE benefits at the initial project feasibility meeting in order to gain acceptance for the idea. Engage with the highest management level possible within a client organisation so that the BPE process is communicated with authority to others. Specify the housing BPE project in an appendix to the main housing contract general terms and conditions. Undertake a detailed inspection of the housing fabric via a walkthrough, noting anything unusual compared to the construction strategy and standards audit. Forensic BPE methods provide the deepest level of investigation necessary to address persistent and unresolved housing performance issues.
