ABSTRACT

This chapter centers on the need to understand the nature of terrorism and the inefficacy of torture to reveal information about the next attack. It is vital to mention that torture appeared to be not enough – if not counterproductive – to reduce the virulence of terror. Michael Ignatieff is a well-known Canadian political scientist, who has studied issues related to democracy, politics, human rights policies and terrorism over recent decades. A great portion of studies focused on the role of "deliberative democracy" as a valid instrument useful in the fight against terrorism or dealing with cases of torture and abuse. However, paradoxically, the American Government – no matter if Republican or Democrat – refused the intromissions of other States in domestic issues. Under the auspices of the doctrine of self-determination, from its inception, America understands any direct or indirect constraint to its sovereignty is inadmissible.
