Perhaps no one feels the impact of human-to-human destructiveness more than children and it is difficult to imagine something more evil than harming a child. Destructiveness wrought upon children does not require a lengthy philosophical debate concerning the nature of evil; its evil is self-evident. In 1994, 1,271 child-abuse related fatalities were confirmed by Child Protective Services (CPS) agencies. Since 1985 child abuse fatalities have increased by forty-eight per cent. The World Health Organization asserts that child abuse and neglect have been a societal phenomenon for centuries. According to the American Psychiatric Association Diagnostic and Statistical Manual of Mental Disorders, Post-traumatic Stress Disorder (PTSD) develops when one is exposed to one or more traumatic events. Child trafficking is considered a contemporary form of slavery. It generates three billion dollars annually. A document reports that child trafficking is increasing and is the third most profitable form of global organized crime, after drugs and guns trafficking.
