ABSTRACT
In an address to a meeting of the Arab Investment Guarantee Corporation in Amman, Jordan, in May 1989 Francis Schaffer stated that, of approximately eighty projects worldwide known to him that were funded by development and other financial agencies, only 10 per cent were operating satisfactorily, a surprising 65 per cent were not operating at all and 25 per cent were only partially operational.
