This victory over Tilden made Tweed the most influential figure in the State government next to the Governor. The dream of The Boss of State domination was being realized faster than he had anticipated. This power came to Tweed through the Speaker of the Assembly. In this officer who is chosen at an open session of the Assembly, resides more control over the making of laws than in the Governor. The Speaker appoints the committees to which all measures are referred. Through these bodies he exercises mastery over every bill from the moment it is introduced. No proposal can be voted upon until it is reported out by the committee to which it was referred.
