". . . in t h e i n t e r n a t i o n a l s p h e r e a n d in t h e s e n s e o f I n t e r n a t i o n a l L a w , n e g o t i a t i o n is t h e legala n d o r d e r l y a d m i n i s t r a t i v e p r o c e s s by w h i c h G o v e r n m e n t s , in t h e e x e r c i c e o f t h e i r u n q u e s t i o n a b l e p o w e r s c o n d u c t t h e i r r e l a t i o n s with a n o t h e r a n d d i s c u s s , a d j u s t a n d s e t t l e t h e i r d i f f e r e n c e s . T h i s d e f i n i t i o n b r i n g s o u t t h r e e i m p o r t a n t f e a t u r e s o f n e g o t i a t i o n ; (i) I t m a k e s i t c l e a r t h a t n e g o t i a t i o n s a r e alegalp r o c e s s a n d as s u c h m u s t o p e r a t e a n d f u n c t i o n w i t h i n t h e g e n e r a l f r a m e w o r k o f I n t e r n a t i o n a l law.
