ABSTRACT

The keynote of the economic policy of the Europasians is, then, what they call the "functional" character of the right of property. They are fully alive to the great evils both of Communism and of extreme capitalism—evils that arise because the first is too remote from individual freedom to produce wealth, and the second too greedily individualistic to produce welfare. At present the Code is still largely a dead letter, owing to the unsoundness of the economic and other principles of Communism; the Europasians hope and believe that their own sounder principles will enable them to bring its provisions into force. In particular the Europasians heartily desire a harmonious solution of the Jewish problem, acceptable alike to the Jews and to the other races of Russia. As the Europasians themselves see, the Russian Federation will thus bear some resemblance both to the Indian Empire and to the British Commonwealth.
