ABSTRACT

Terrorism works to undermine the sense of security and to disrupt everyday life so as to harm the target country's ability to function. Terrorism is a type of psychological and morale-related battle, and its success and effectiveness are measured in these terms. Fear caused by terrorism can be classified into two categories: "rational fear" and "irrational anxiety". Irrational anxiety is the immediate goal of terrorist attacks, and constitutes a necessary condition for the success of modern terrorism strategy. One of the most important dilemmas faced by security agencies in a country targeted by terrorism is the degree to which they should share with the public warning information and internal deliberations with consequences for public safety. One terrorist organization that understands the strategy of terrorism as psychological warfare and demoralization, and has fine-tuned the method to the level of an art form, is Hizballah in Lebanon.
