ABSTRACT

This chapter describes in detail which services Evaluating Care for Elderly People (ECCEP) users were receiving in 1995 and examines the relationship between need-related circumstances and service receipt. One of the central aims of the study was to determine which users were receiving which services, in what amounts and in what combinations. Services came from three main types of provider: the social services department (SSD), the health service (NHS) and the independent sector, which included both private and voluntary organisations. The community-based independent sector service which has seen the most rapid expansion in the past two decades has been home care. ECCEP data were collected at a time when the mixed economy of care was becoming well established, with independent sector involvement expanding rapidly. Independent sector resources can account for a significant proportion of services in some care plans. The proportion of users receiving specific services from the SSD, NHS and the independent sector varies.
