ABSTRACT
When on 17 March 1560 Elizabeth completed her sixteenth and began her seventeenth month on the throne, all four Welsh sees were occupied but eleven of the twenty-two English sees remained vacant: the ancient, sprawling dioceses of Exeter, Norwich and Winchester; the four southern Henrician foundations of Bristol, Gloucester, Oxford and Peterborough; and the entire northern province.
