ABSTRACT
Both of these technologies are aspects of the communications revolution. As in earlier eras, communications today are crucial to the development and preservation of civilization and of legal systems. The existence of efficient modes of communications benefits individuals, groups and communities, and governments and societies as political, economic and social entities. The more efficient the communications system the greater the benefit to the community – and the greater the potential implications at a constitutional level.
