ABSTRACT

Ex-post evaluation represents the completion of the project cycle and concerns the process whereby the staff of a project Executing Agency or external financing agency, with the participation of government officials and inputs from project beneficiaries and their local leaders. Monitoring and evaluation services would be managed and directed by the Socio-Economic Survey Unit of the Planning, Programme and Monitoring Unit (PPMU) of the Ministry of Agriculture and Natural Resources in the capital city Banjul. The Afgoi-Mordile Irrigation Project in Somalia, concerning irrigated crop production, was appraised in the early 1970s and an external foreign exchange loan was approved in 1972. During project implementation changes may occur, in macro-economic and sector policies, which radically alter the background operating environment within which a project is expected to function.
