ABSTRACT

The jihad is an individual duty if the enemy destroys the Muslim countries. In February 1998, the terrorist leader, Osama Bin Laden, again declared war on Americans. According to the United Nations "terrorism" is: "Criminal acts intended or calculated to provoke a state of terror in the general public, a group of persons or particular persons for political purpose". The definition of terrorism has been greatly debated, because it matters. It helps determine the objectives of strategy, identify the resources needed to defend against it, and identify the agencies and forces primarily responsible for defeating it. Counterterrorism actions include strikes and raids against terrorist organizations and facilities outside the United States and its territories. On 17 September 2002 the Bush Administration published the new National Security Strategy of the United States. The strategy and policies of the Bush Administration for the conduct of the war in Afghanistan and Iraq failed, destabilizing the region, creating new enemies.
