DEVELOPMENT OF CONTRACTING
Public agencies contract with private agencies (both for-profit and not-for-profit) to do work for which the public agency is responsible. A fundamental part of public administration is contracting or outsourcing-the major form of privatization (i.e., using private sector firms and organizations to accomplish the work of the public sector).
