ABSTRACT

This chapter explains how to work with local people to create meaningful performance indicators and evaluation systems. Soleil Surette and Pilar Martinez, Edmonton Public Library (EPL) has begun moving towards a community-led model of evaluation which complements traditional library evaluation. However, the entire community-led service model is a process. Therefore, by building evaluation into the entire process, the programme and service development will also have to change in order to maintain its relevance. Monitoring was occurring at the beginning and end of a programme or service, through passive or consultative-based means. Service standards should be established for public libraries' activities related to social exclusion. Universal community profiling and needs assessment only came about by compulsion when the government decided that every library authority should compile an Annual Library Plan (ALP) of what they intended to do over the next 12 months.
